					<description>Would that the media, of which Jim is and was a part, had applied the same skepticism to the Owens Administration's sad attempts to modernize government functions.  This state seems to try to do everything on the cheap -- what happens when Populist/Libertarians control -- with the result that nothing ever is accomplished cheaply.  Even when things work, they end up costing the taxpayers more.  Those who perpetrate these horrors on the state never seem to accountable, either.  They just go on and on and on......</description>
