					<description>If the student is in the country legally (I don't even believe they have to be citizens) AND he/she is a resident in the state of Colorado for the period of time necessary to qualify, then 100% of the time that person should be eligible for in state tuition.  It should not matter that the parents are undocumented.  This is just common sense.</description>
